The Edgemoor Community Center early childhood education / childcare program is one of many services provided by ECC. Incorporated September 1978, ECC is a not-for-profit multi-service organization governed by a volunteer Board of Directors. Our mission is to provide affordable and accessible services that will help improve the quality of life for community members of all ages. We offer a broad range of educational, recreational, and social-service programs.
We welcome your participation in our early childhood education (ECE) program. ECC is committed to providing quality services in a learning environment that will enhance the physical, intellectual, social, and emotional development of each child. Our programs include full-time or part-time care for children 6 weeks through four years of age and before and after School-Age Childcare (SACC) for children in grades kindergarten through six. Our facilities and programs meet or exceed State of Delaware licensing requirements.

Purchase of Care (POC): ECC accepts enrollment by families using POC. See POC description.
Vacation Leave Benefit for Preschool Childcare: A child enrolled full-time, for at least one year, may qualify for a 1 week vacation leave without fees. Vacation leave will be provided for only one child per family and be granted once during a program year (September 1 through August 30).
Withdrawal: Two week written notice in advance of withdrawal of a child from the program is required. Otherwise, you will be obligated to pay the weekly fee for the two-week period regardless of whether the child attends during that time. In the event of a voluntary withdrawal from the program for any reason, a child may not re-enroll for a period of one month.

Purchase of Care (POC): About 25% of the families enrolled in ECC childcare receive POC. Sponsored by the Delaware Division of Social Services (DSS), POC assists qualifying parents/guardians with childcare payments. Parents must meet with a DSS case worker to determine eligibility and co-payment. If approved, the parent must present ECC with documentation and pay weekly co-payment.
If ECC has reached the limit for POC enrollment, the parent may request Self Arranged Care through DSS. If approved, the parent is responsible for full tuition / fees, but will be reimbursed for a portion of the fee. For both programs, eligibility is determined by financial need and attendance.
